The Safer Cornwall Partnership is to work with agencies in Liskeard to target issues specific issues affecting the local community.
A report published by community Safety Partnership identified Liskeard as having high levels of domestic violence.
The report said: "Of the smaller towns, it is notable that Liskeard South had the highest reported incidence of domestic abuse in Cornwall in 2011/12."
The same report said: "At town level, the highest reported levels of sexual violence in 2011/12 were in Launceston, Camborne, Newquay, Liskeard and Penzance."
David Parker, community safety officer for Safer Cornwall, said: "Cornwall is still one of the safest counties in the country. We don't want to worry people."
The partnership hopes to introduce a Safer Liskeard group early next year and has approached Liskeard Town Council, local police officers and key agencies to work together to tackle specific problems in the town.
Mr Parker said: "Our main aim is to help people be and feel as safe as they can."
