A billing mistake could cost council tax payers in Devon up to £20,000. In March, Torridge District Council miscalculated 30,000 bills with households overcharged between £2 and £5. Councillors haggled with contractors Capita, which had to reset the billing system to correct the bills, reducing the original bill of £29,500. But council leader Councillor Philip Collins said he was angry the bill was so high. He added: "We are highly irate. We pay them tens of thousands to run the system each year."
